The Secretary of State for Transport makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980[1] and now vested in him[2]: 1. This Instrument may be cited as The Stockton-on-Tees Borough Council North Shore Development (North Shore Footbridge) Scheme 2006 Confirmation Instrument 2006 and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980. 2. The Stockton-on-Tees Borough Council North Shore Development (North Shore Footbridge) Scheme 2006 ("the Scheme") is hereby confirmed without modifications. 3. The Scheme as confirmed is set out in the Schedule hereto (including the plan) and copies of the Scheme with its accompanying plan are deposited at the offices of the Department for Transport, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex, TN37 7GA, and at the offices of Stockton-on-Tees Borough Council, Municipal Buildings, Church Road, Stockton-on-Tees, TS18 1LD. The Council are authorised to construct over the navigable waters of the River Tees upstream of the Tees Barage the bridge specified in the Schedule to this Scheme as part of the highway which they are proposing to construct between the South Bank of the River Tees from Grid Point Reference 445396.059-518973.193 to the North Bank of the River Tees Grid Point Reference 445427.520-519150.422. 2. The Scheme may be cited as The Stockton-on-Tees Borough Council North Shore Development (North Shore Footbridge) Scheme 2006. The specification of the Structure is as follows: Plan and Specification to the North Shore Footbridge The location and general design of the footbridge are shown on the Plan being Job No. 114 Drawing No. 2000 Rev 2 and marked "The Stockton-on-Tees Borough Council North Shore Development (North Shore Footbridge) Scheme 2006" (hereinafter referred to as "the Plan"). Points of Commencements and Termination From setting out point Reference SA1 on the South Bank (approximately 107.5 metres from the centre of the University Boulevard Harvard Avenue roundabout) to setting out point Reference NA1 on the North Bank (approximately 56.1 metres from the centre line of the North Shore Road) as indicated on the Plan. Span Two spans with an overall distance of 180 metres. Headway Not less than 8.0 metres above the Mean Water Level of the River Tees of 2.65 metre AOD within the 62 metre Central Navigation Channel and a minimum of 7.0 metres elsewhere over the river. A minimum headway of 4.0 metres over a 5.0 metre width on the Northbank Promenade, and a minimum headway of 4.0 metres over a 7.5 metre width on the Sounth Bank Promenade. Waterway A minimum clear navigable waterway of 93 metres. Overall Dimensions The Bridge is designed as an asymmetrical tied double arch. The northern arch will have a span of 120 metres and the southern arch will have a span of 60 metres. A 5.0 metre wide reinforced concrete deck which will provide a footway is suspended on high strength steel cables from the arch. Approach spans comprising a 5.0 metre wide concrete deck on reinforced concrete columns of varying heights are to be constructed on the north and south sides of the mainstructure.
