The Borough of Telford and Wrekin acting in their capacity as a local education authority ("the authority") are to establish the Hadley Learning Community, a federation comprising two new community schools: the Hadley Learning Community Primary School[1] and the Hadley Learning Community Secondary School[2], both of Waterloo Road, Hadley, Telford, Shropshire TF1 5NU; The authority wish to provide for the constitution of the governing body of the Hadley Learning Community ("the governing body") to be otherwise than as provided by education legislation; The authority has, in accordance with section 4(2) of the Education Act 2002[3] ("the Act"), consulted such persons as appear to them to be appropriate; It is the opinion of the Secretary of State, having regard to the matters set out in section 1(2) of the Act, that the implementation by the authority of the provisions of this Order may contribute to the raising of educational standards achieved by children in England; In exercise of the powers conferred upon the Secretary of State by section 2(1) of the Act, the Secretary of State for Education and Skills, on the application of the authority, makes the following Order: Citation and commencement 1. This Order may be cited as the Hadley Learning Community (School Governance) Order 2006 and comes into force on 8th September 2006. Relaxation of the Federation Regulations 2. In respect of the constitution of the governing body, the requirements of the School Governance (Federations) (England) Regulations 2004[4] are relaxed as follows:
(b) for the purposes of regulation 21(1) the maximum size of the governing body shall be 24.
Time period (This note is not part of the Order) This Order is made under section 2 of the Education Act 2002. Article 2 provides that certain provisions of the School Governance (Federations) (England) Regulations 2004 shall be relaxed in relation to the governing body of the Hadley Learning Community, a federation which comprises the Hadley Learning Community Primary School and the Hadley Learning Community Secondary School. The relaxation of the regulations allows for the appointment of a maximum of 24 governors and also allows the deputy heads of each of the schools within the federation to be appointed as ex-officio staff governors.
