EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations consolidate with mostly minor amendments the Registration of Marriages (Welsh Language) Regulations 1986, and subsequent amending regulations which are revoked. The Welsh language translation of the forms set out in Schedule one to the regulations has been updated and modernised.

The Regulations prescribe forms in English and Welsh for use in Wales in place of the forms prescribed under the Registration of Marriages Regulations 1986 which are in English only (regulations 2 to 6) and they specify the conditions subject to which the forms may be completed in Welsh as well as in English and the form of Welsh wording to be used (regulation 7 and Schedule 2). The forms prescribed include (regulation 4) a form of declaration of certain affinal relationships. Provision is also made for the correction of errors in marriage entries (regulation 8), and for a certified copy made on a bilingual printed form to be treated as a true copy of the original entry notwithstanding that the original was in English only (regulation 9).

NOTE AS TO EARLIER COMMENCEMENT ORDERS

(Nid yw'r nodyn hwn yn rhan o'r Rheoliadau)

Mae'r reheoliadau hyn ar wahân i rai mân newidiadau yn cadarnhau Rheoliadau Cofrestru Priodasau (Cymraeg) 1986, ynghyd â rheolau diwygio diweddarach, a diddymir. Mae'r cyfieithiad Cymraeg o'r ffurflenni a osodir allan yn Atodiad un i'r rheoliadau wedi ei foderneiddio a'i ddiweddaru.

Mae'r rheoliadau yn pennu ffurflenni Cymraeg a Saesneg a ddefnyddir yng Nghymru yn lle'r ffurflenni a bennwyd o dan Rheoliadau Cofrestru Priodasau 1986 sef ffurflenni Saesneg yn unig (rheoliadau 2 i 6) a dynodir ganddynt yr amodau o dan ba rai y llenwir y ffurflenni'n Gymraeg yn ogystal â Saesneg ynghyd â'r geiriau Cymraeg y dylid eu defnyddio (rheoliad 7 ac Atodiad 2). Ymhlith y ffurflenni a bennwyd y mae (rheoliad 4) ffurflen gwneud datganiad ynglŷn â rhai perthnasau tadogol arbennig. Darperir hefyd ar gyfer cywiro camgymeriadau mewn cofnodion priodas (rheoliad 8), ac i gopi ardystiedig a wnaed ar ffurflen a argraffwyd yn ddwy-ieithog gael ei drin fel copi dilys o'r cofnod gwreiddiol er mai yn Saesneg yn unig yr oedd y cofnod gwreiddiol (rheoliad 9).
