The Secretary of State for Transport, in exercise of the powers conferred by sections 105(1) and 108(1)[1] of the Road Traffic Act 1988[2], after consulting with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations: - 1 . These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment) (No. 3) Regulations 1997 and shall come into force -
(b) as to regulation 3 on 1st April 1997.

Regulation 4(3) of the Driving Licences (Amendment) (No. 2) Regulations 1997[3] is hereby revoked.
(This note is not part of the Regulations) These Regulations further amend the Motor Vehicles (Driving Licences) Regulations 1996 by modifying the provision which determines, for the purpose of interpreting those regulations, when a licence ceases to be in force. They substitute a new provision for regulation 4(3) of the Motor Vehicles (Driving Licences) (Amendment) (No. 2) Regulations 1997, which is defectively drafted and which would otherwise come into force on 1st April 1997.
