EXPLANATORY NOTE

(This note is not part of the Order)
This Order brings into force on 16th May 1990 the Parking Act 1989. This Act makes further amendments to the Road Traffic Regulation Act 1984 (c. 27) in relation to parking. Amendments relating to parking were previously made by the Road Traffic Regulation (Parking) Act 1986 (c. 27)
The further amendments (amongst other things)—
      (a) enable off-street parking orders to require charges to be paid by means of the hire or purchase in advance of parking devices,
      (b) enable such orders to make provision for the use of parking devices, and
      (c) enable the Secretary of State to make regulations requiring local authorities to display information at off-street parking places provided by them.

A definition of "parking device" relating to off-street parking is inserted and the existing definition of that expression relating to on-street parking is amended. Offences relating to off-street parking are modified so as to cover parking devices and non-coin operated equipment.
