Coming into operation

The Department of Agriculture, Environment and Rural Affairs, being the Department designated1 for the purposes of Section 2(2) of the European Communities Act 19722 in relation to measures relating to the prevention, reduction and elimination of pollution caused by waste and in relation to measures relating to the environment, makes the following Regulations in exercise of the powers conferred by Section 2(2) of that Act and by Articles 39(2) and (3) of the Waste and Contaminated Land (Northern Ireland) Order 19973 and now vested in it.
