4. In regulation 5(2) (Environmental assessment for plans and programmes: first formal preparatory act on or after 21 July 2004), for sub-paragraph (b) substitute—
“(b)sets the framework for future development consent of projects listed in Annex I or II to Directive 2011/92/EU on the assessment of the effects of certain public and private projects on the environment as last amended by Directive 2014/52/EU of the European Parliament and of the Council of 16 April 2014 (1)”;
