The Department of Health(1), in exercise of the powers conferred by sections 8(3) and 57(3) of the Health and Personal Social Services Act (Northern Ireland) 2001(2) and Articles 23(1), (2)(a) and (b), (3) and (4), 25(1) and 48(2) of the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003(3), makes the following Regulations.
In accordance with Article 23(8) of the Order, the Department has consulted with such persons as it considers appropriate.
