4.—(1) For the purposes of section 23A(3)(b) (contributions credits for relevant parents and carers), a foster parent is a person approved as a foster parent in accordance with Part 2 of the Foster Placement (Children) Regulations (Northern Ireland) 1996(1) (approvals and placements).
(2) Paragraph (1) is subject to regulation 8.
