2.—(1) Subject to paragraph (2) the rents registered under Part IV of the Private Tenancies (Northern Ireland) Order 2006 during the period beginning on 2nd April 2007 and ending on 4th April 2010 shall be increased by 1.9 percent.
(2) The provision at paragraph (1) does not apply to a rent entered on the Register of Rents unless a certificate of fitness has been issued except where such a certificate is not required.
