The Department of Agriculture and Rural Development being a Department designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Community in exercise of the powers conferred on it by the said section 2(2) and in exercise of the powers conferred on it by section 56(1), (2) and (5) of the Finance Act 1973(3) and with the consent of the Department of Finance and Personnel, makes the following Regulations—
1.—(1) These Regulations may be cited as the Animals and Animal Products (Import and Export) (Amendment) Regulations (Northern Ireland) 2007, and come into operation on 1st March 2007.
(2) The Interpretation Act (Northern Ireland) 1954(4) shall apply to these Regulations as it applies to an Act of the Assembly.
2. In regulation 15(6) of The Animals and Animal Products (Import and Export) Regulations (Northern Ireland) 2006(5), for “1st January 2007” there shall be substituted “1st April 2007”.

These Regulations amend the Animals and Animal Products (Import and Export) Regulations (Northern Ireland) 2006 (S.R. 2006 No. 401) (“the principal Regulations”).
Regulation 2 amends regulation 15(6) of the principal Regulations so as to give effect to the extension until 1st April 2007 of the current European Union ban on the import of captive birds from outside the European Union. The ban is provided for in Community legislation under Commission Decision 2005/760/EC concerning certain protection measures in relation to highly pathogenic avian influenza in certain third countries for the import of captive birds (O.J. No. L285, 28.10.2005, p.52), as amended, in particular by Commission Decision 2005/862/EC and by Commission Decision 2007/21/EC (O.J. No. L7, 12.1.2007, p.44), which gives effect to the extension of the ban.
