10. After regulation 39 (6)(e)(ii) (General qualifying conditions for grants for living and other costs), there shall be inserted—
“(iia)a special agency established under Article 3 of the Health and Personal Social Services (Special Agencies) (Northern Ireland) Order 1990(1).”
