The Department of the Environment and the Department of Agriculture and Rural Development, being departments designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to water resources, acting jointly in exercise of the powers conferred upon them by that section and of all other powers enabling them in that behalf, hereby make the following Regulations:
