The Department of Health, Social Services and Public Safety, in exercise of the powers conferred on it by Article 3(2) of, and paragraph 5 of Schedule 1 to, the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003(1) and of all other powers enabling it in that behalf, hereby makes the following regulations:
