13.—(1) The compressed air contractor shall ensure that a person shall not work in compressed air unless there are suitable and sufficient arrangements for action to be taken in the event of an emergency.
(2) Without prejudice to the generality of paragraph (1), the arrangements required by that paragraph shall extend to –
(a)arrangements for ensuring that the requirement of regulations 18, 19 and 24(3) of the 1996 Regulations are complied with;
(b)the provision and maintenance of a sufficient number of suitable means of access;
(c)the provision and maintenance of suitable means of raising the alarm; and
(d)(where an airlock is required for the purpose of putting into operation an evacuation pursuant to regulation 19(1) of the 1996 Regulations) the maintenance of that airlock in such a condition as to be fit to receive persons in the event of an emergency having regard, in particular, to the air supply to and the temperature of that airlock.
