The Office of the First Minister and deputy First Minister, in exercise of the powers conferred by Article 111(5) to (5B) of the Planning (Northern Ireland) Order 19911, and now vested in it2, and after consultation with the appeals commission in accordance with Article 111(5) thereof, and of every other power enabling it in that behalf hereby makes the following Rules:
