1.—(1) These Regulations may be cited as the Police (Northern Ireland) Act 2000 (Policing Plan) Regulations 2002 and, subject to paragraph (2) below, shall come into operation on 1st April 2002.
(2) Regulation 3(e), (f) and (g) shall come into operation on 1st October 2002.
2. In these Regulations—
“the Act” means the Police (Northern Ireland) Act 2000;
“performance target” means a level of performance established by the Board to be aimed at in seeking to achieve an objective; and
“relevant period” means the financial year commencing immediately after the policing plan is required to be issued under section 26(1) of the Act.
3. The policing plan issued by the Board under section 26(1) of the Act shall include (in addition to the matters specified in section 26(2)(a) of the Act)—
(a)particulars of any long term objectives for the policing of Northern Ireland determined by the Secretary of State under section 24(1) of the Act;
(b)particulars of the objectives for the policing of Northern Ireland determined by the Board under section 25(1) of the Act;
(c) a statement of the amount of grant for police purposes anticipated to be made by the Secretary of State to the Board under section 9 of the Act in respect of the relevant period, and of any amount anticipated to be received under section 10(5)(b) of the Act in respect of the relevant period, together with a statement of the proposed allocation of those amounts;
(d)particulars of any performance targets established by the Board—
(i)for the relevant period, or
(ii)for any longer period,
in respect of any objectives determined by the Secretary of State under section 24(1) of the Act or by the Board under section 25(1) of the Act;
(e)particulars in summary form of the contents of any performance plan for the relevant period published by the Board under section 28(4) of the Act insofar as they relate to—
(i)the Chief Constable, and
(ii)matters set out in section 28(5)(a) or (b) of the Act;
(f)particulars of proposals for civilianisation in the police service; and
(g)particulars of any arrangements for assessing the performance of officers.
