The Department of Health, Social Services and Public Safety1, in exercise of the powers conferred upon it by sections 1(4) and 57(3) of, and paragraph 5 of Schedule 1 to, the Health and Personal Social Services Act (Northern Ireland) 20012 and of all other powers enabling it in that behalf hereby makes the following Regulations:
