The Department of the Environment, being no longer satisfied that satisfactory provision is made by the laws of Kenya as respects the grant of driving licences to drive motor vehicles, in exercise of the powers conferred on it by Article 19D(2) of the Road Traffic (Northern Ireland) Order 1981(1) and of every other power enabling it in that behalf, hereby makes the following Order:
1. This Order may be cited as the Motor Vehicles (Exchangeable Licences) (Amendment) Order (Northern Ireland) 2002 and shall come into operation on 9th December 2002.
2. Kenya shall cease to be designated for the purposes of the definition of “exchangeable licence” in Article 19D(1) of the Road Traffic (Northern Ireland) Order 1981(2).
3. In the Motor Vehicles (Exchangeable Licences) Order (Northern Ireland) 1994(3), in Article 2, the word “Kenya” shall be omitted.

The Motor Vehicles (Exchangeable Licences) Order (Northern Ireland) 1994 (S.R. 1994 No. 364) designates various countries and territories as countries and territories who have satisfactory provision for the issue of driving licences. A person who holds such a licence may exchange their licence for a corresponding Northern Ireland licence. The effect of this Order is to remove Kenya from the list of countries and territories so designated. The holder of a Kenyan driving licence will therefore no longer be able to exchange that licence for a corresponding Northern Ireland one.
