The Department of Finance and Personnel, in exercise of the powers conferred by sections 81(1) and (2) and 85(3) of the Land Registration Act (Northern Ireland) 1970(1), and articles 35 and 35A of the Property (Northern Ireland) Order 1997(2), and sections 4(1) to (3), 5(2), 6(2) to (4), 7(3), 23(1), 26(2) to (5) and 31(1) of the Ground Rents Act (Northern Ireland) 2001(3) and now vested in it(4) and of every other power enabling it in that behalf, with the advice and assistance of the Land Registry Rules Committee(5), hereby makes the following Rules:
