SOCIAL SECURITY

The Department for Social Development, in exercise of the powers conferred on it by section 68(2)(a) of the Child Support, Pensions and Social Security Act (Northern Ireland) 2000(1) and of all other powers enabling it in that behalf, hereby makes the following Order:
1.—(1) This Order may be cited as the Child Support, Pensions and Social Security (2000 Act) (Commencement No. 6) Order (Northern Ireland) 2001.
(2) In this Order any reference to a numbered section or Schedule is to the section of, or the Schedule to, the Child Support, Pensions and Social Security Act (Northern Ireland) 2000 bearing that number.
2. The day appointed for the coming into operation of—
(a)section 61 (grants towards cost of discretionary housing payments), is 2nd July 2001;
(b)section 51 (prohibition on different rules for overseas residents, etc.), is 23rd July 2001;
(c)section 62 (recovery of housing benefit) in so far as not already in operation, is 1st October 2001; and
(d)Part II of Schedule 5 (pensions: alternative to anti-franking rules) in so far as not already in operation and section 52 in so far as it relates to that Part, is 6th April 2002.

This Order provides for the coming into operation of provisions of the Child Support, Pensions and Social Security Act (Northern Ireland) 2000 as follows—
2nd July 2001 for provisions relating to grants towards the cost of discretionary housing payments;
23rd July 2001 for provisions relating to the prohibition on occupational pension schemes having different rules for overseas residents, etc.;
1st October 2001 for provisions relating to the recovery of housing benefit; and
6th April 2002 for provisions relating to an alternative to anti-franking rules.
The impact on business of the commencement of provisions in the Child Support, Pensions and Social Security Act (Northern Ireland) 2000 is detailed in the Regulatory Impact Assessment relating to the Child Support, Pensions and Social Security Bill. A copy of that Assessment may be obtained, free of charge, from Social Security Policy and Legislation Division, Castle Buildings, Stormont, Belfast BT4 3SJ.
