1. These Regulations may be cited as the Personal Social Services (Direct Payments) (Amendment) Regulations (Northern Ireland) 2000 and shall come into operation on 26th May 2000.
2. In regulation 2 of the Personal Social Services (Direct Payments) Regulations (Northern Ireland) 1997(3) (persons to whom direct payments may be made), sub-paragraph (a) of paragraph (2) shall be omitted.

The Health and Personal Social Services (Northern Ireland) Order 1972 (as amended by the Personal Social Services (Direct Payments) (Northern Ireland) Order 1996) enables the Department of Health, Social Services and Public Safety to make direct payments to persons in respect of their securing the provision of personal social services.
The Personal Social Services (Direct Payments) Regulations (Northern Ireland) 1997 (“the 1997 Regulations”) specify the persons to whom direct payments may be made under the 1972 Order. The description of persons so specified excludes any person who is aged 65 or over, unless he received a direct payment in the year before he attained the age of 65.
These Regulations amend the 1997 Regulations so that the persons to whom direct payments may be made under the Order may include persons aged 65 or over.
