Citation, commencement, interpretation and application
1.—(1) These Regulations may be cited as the Motor Vehicles (Construction and Use) (Amendment No. 2) Regulations (Northern Ireland) 1999 and shall come into force on 20th April 1999.
(2) In these Regulations “the principal Regulations” means the Motor Vehicles (Construction and Use) Regulations (Northern Ireland) 1989(1).
(3) The Department is satisfied that it is requisite that the provisions of these Regulations shall apply as from 20th April 1999 to vehicles registered under the Vehicle Excise and Registration Act 1994(2) before the expiration of one year from the making of these Regulations, and that no undue hardship or inconvenience will be caused by their application then to those vehicles.
