The Department of Education, in exercise of the powers conferred on it by Articles 6(3) and (4) of the Education and Libraries (Northern Ireland) Order 1993(1) and of all other powers enabling it in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Education and Libraries (Competition in Functional Work) (Amendment) Regulations (Northern Ireland) 1998 and shall come into operation on 27th October 1998.
2. The Schedule to the Education and Libraries (Competition in Functional Work) Regulations (Northern Ireland) 1994(2) shall be amended as follows—
(a)for the words “1st April 1996” in the first, second, fourth, fifth, sixth, seventh and eighth places where they occur there shall be substituted “1st April 2000”;
(b)for the words “1st October 1996” there shall be substituted “1st April 2000”;
(c)for the words “1st October 1998” there shall be substituted “1st April 2000”.

These Regulations amend the Education and Libraries (Competition in Functional Work) Regulations (Northern Ireland) 1994 by revising certain dates on or after which boards must not carry out functional work (as defined in Article 3 of the Education and Libraries (Northern Ireland) Order 1993) falling within a defined activity (that is to say cleaning of buildings, catering, maintenance of ground and repair and maintenance of vehicles) without subjecting the work to competition in accordance with conditions specified in that Order (regulation 2).
