The Department of the Environment, in exercise of the powers conferred by section 1(1), (2) and (3) of, and Schedules 1 and 2 to, the Harbours Act (Northern Ireland) 1970(1) (“the 1970 Act”) and now vested in it(2) and of every other power enabling it in that behalf, and after consultation with Larne Harbour Limited and such harbour authority or local authority which the Department considered likely to be affected by the Order in accordance with section 1(6) of the 1970 Act, hereby makes the following Order:
