This Order revokes and replaces with amendments the Bovine Spongiform Encephalopathy Order (Northern Ireland) 1995, the Bovine Spongiform Encephalopathy (Amendment) Order (Northern Ireland) 1996 and the Bovine Spongiform Encephalopathy (Amendment) (No. 2) Order (Northern Ireland) 1996. The principal changes of substance are as follows:—
1. The Order introduces a prohibition (subject to certain exemptions) on the sale, supply and use of feedingstuffs containing mammalian protein or mammalian meat and bone meal.
2. The possession of mammalian meat and bone meal or any product containing mammalian meat and bone meal on any premises where feedingstuffs for livestock, fish and equine animals are produced or stored or where such animals are kept is also now prohibited.
3. Provision is also made for the disposal of mammalian meat and bone meal and products containing mammalian meat and bone meal by persons whose possession of such products is illegal and the recall of any feedingstuffs for livestock, fish and equine animals found to have been illegally sold (Article 11).
This Order also requires the keeping of records by persons consigning, transporting and using mammalian meat and bone meal (Article 12).
