The Department of Agriculture, being a Department designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Community, in exercise of the powers conferred on it by the said section 2(2) and of every other power enabling it in that behalf, hereby makes the following Regulations:
1.—(1) These Regulations may be cited as the Seed Potatoes (Amendment) Regulations (Northern Ireland) 1997 and shall come into operation on 13th October 1997.
(2) The Interpretation Act (Northern Ireland) 1954(3) shall apply to these Regulations as it applies to a Measure of the Northern Ireland Assembly.
2. In the Seed Potatoes Regulations (Northern Ireland) 1981(4) in Schedule 4, Part I (Requirements for an official label)—
(a)for paragraph 1(c) there shall be substituted—
“(c)set out:
EC Rules and Standards
Certification authority
Member State
Country of production
Basic Seed Potatoes
Class
Community grade (as appropriate)
Merchant’s number
Grower’s number
Variety indicated at least in Roman characters
Size
Net weight
Month and year of sealing.”
(b)after paragraph 1 there shall be added the following paragraph—
“2. Official labels printed prior to 13th October 1997 with the abbreviation “EEC” instead of “EC” may be used until 31st December 2001.”.
3. Regulation 12(a) of the Seed Potatoes (Amendment) Regulations (Northern Ireland) 1994(5) is hereby revoked.

These Regulations further amend the Seed Potatoes Regulations (Northern Ireland) 1981. The Regulations implement as respects Northern Ireland Council Directive 96/72/EC and provide for the substitution of the letters “EC” for the letters “EEC” on official labels for seed potatoes but provide that labels printed before the commencement of the Regulations bearing the abbreviation “EEC” may continue to be used until 31st December 2001.
