The Department of Education, in exercise of the powers conferred on it by Articles 14(5), 16(2), 19(2) and 28(2) of and paragraphs 2 and 3(1) of Schedule 1 and paragraphs 2, 7, 10(5) and 11(4) of Schedule 2 to the Education (Northern Ireland) Order 1996(1) and of every other power enabling it in that behalf, hereby makes the following Regulations:
