67.—(1) Proceedings in respect of an offence under regulation 26 or paragraph 3(3) or 19(1) of Schedule 6 shall not be instituted except by or with the consent of the Department or the Director of Public Prosecutions.
(2) Proceedings in respect of an offence under any other provision of these Regulations shall not be instituted except by SIB or by or with the consent of the Department or the Director of Public Prosecutions.
(3) SIB shall exercise the function conferred by this regulation of instituting proceedings subject to such conditions or restrictions as the Treasury may from time to time impose.
