The Department of Health and Social Services for Northern Ireland, in exercise of the powers conferred on it by sections 5 and 171(1) to (3) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992(1) and of all other powers enabling it in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Social Security (Contributions) (Amendment No. 2) Regulations (Northern Ireland) 1997 and shall come into operation on 6th April 1997.
2. In regulation 7 of the Social Security (Contributions) Regulations (Northern Ireland) 1979(2) (lower and upper earnings limits for Class 1 contributions)—
(a)for “6th April 1996” there shall be substituted “6th April 1997”;
(b)for “£61” and “£455” there shall be substituted respectively “£62” and “£465”.
3. The Social Security (Contributions) (Amendment No. 2) Regulations (Northern Ireland) 1996(3) are hereby revoked.

These Regulations further amend the Social Security (Contributions) Regulations (Northern Ireland) 1979 (“the principal Regulations”).
Regulation 2 amends regulation 7 of the principal Regulations by increasing the weekly lower and upper earnings limits for Class 1 contributions for the tax year beginning on 6th April 1997. The lower earnings limit is increased from £61 to £62 and the upper earnings limit from £455 to £465.
Regulation 3 contains a revocation.
These Regulations are made under section 5 of the Social Security Contributions and Benefits (Northern Ireland) Act 1992 and accordingly, by virtue of section 149(3) of, and paragraph 4 of Schedule 5 to, the Social Security Administration (Northern Ireland) Act 1992 (c. 8), are not subject to the requirement of section 149(2) of that Act for prior reference to the Social Security Advisory Committee.
