Coming into operation
WHEREAS the Department has published a notice in compliance with Article 23(1) and (2) of the Road Traffic (Northern Ireland) Order 19811;
AND WHEREAS no objection or representation has been received;
NOW THEREFORE the Department, in exercise of the powers conferred on it by Articles 21(1) and 22(1) of the Road Traffic (Northern Ireland) Order 1981 and of every other power enabling it in that behalf, and being satisfied that the length of road specified in Article 4 cannot without restriction be used by motor vehicles without endangering the safety of persons using the road, hereby makes the following Order:
Citation and commencement1
This Order may be cited as the Control of Traffic (Belfast) (No. 2) Order (Northern Ireland) 1996 and shall come into operation on 9th February 1997.
Prohibition of left-hand turn2
Subject to Article 3, a person shall not cause or permit a vehicle travelling in a westerly direction along Castle Lane, Belfast, to make a left-hand turn into Callender Street.
Exemptions3
Article 2 shall not apply to—
a
vehicles being used for fire brigade, ambulance, police or military purposes; or
b
a vehicle, the driver of which is acting upon the direction or with the permission of a constable in uniform or of a traffic warden.
Prohibition of traffic4
Subject to Article 5, the use by motor vehicles of Callender Street, Belfast, from its junction with Donegall Square North, to a point approximately 65 metres south of its junction with Castle Lane, is prohibited.
Exceptions5
Article 4 shall not apply to—
a
a motor vehicle being used for the purposes specified in the Schedule; or
b
a vehicle, the driver of which is acting upon the direction or with the permission of a constable in uniform or of a traffic warden.

SCHEDULEMOTOR VEHICLES EXCEPTED FROM THE PROHIBITION IN ARTICLE 4
1
A motor vehicle being used for access to premises situated on or adjacent to the length of road.

A motor vehicle being used for police, military, ambulance or fire brigade purposes or in an emergency by a medical practitioner.
3
A motor vehicle being used on or adjacent to the length of road in pursuance of statutory powers and duties by or on behalf of a government department, district council or statutory undertaker.
4
A motor vehicle being used on or adjacent to the length of road in connection with the laying, erection, alteration or repair of any telecommunication apparatus as defined in section 4(3) of the Telecommunications Act 19842.
5
A motor vehicle being used for the purpose of delivering or collecting postal packets.
6
A motor vehicle being used for the conveyance of goods to or from premises situated on or adjacent to the length of road, being goods which by reason of their size or weight could not reasonably be conveyed to or from such premises otherwise than by means of a motor vehicle and provided always that the motor vehicle shall not be permitted to use the road for any longer period than may be necessary for the conveyance, loading or unloading of those goods.

A motor vehicle being used in connection with any building operation or demolition on or adjacent to the length of road.
