The Department of the Environment, in exercise of the powers conferred on it by Article 65(1) and (2) of the Road Traffic (Northern Ireland) Order 1981(1) and of every other power enabling it in that behalf, hereby makes the following By-Laws:

Citation and commencement

1.  These By-Laws may be cited as the Motor Hackney Carriages (Belfast) (Amendment No. 3) By-Laws (Northern Ireland) 1996 and shall come into operation on 30th December 1996.

By-Laws amended

2.  For the Schedule to the By-Laws made in respect of Motor Hackney Carriages standing or plying for hire made by the Council of the County Borough of Belfast on 4th June 1951(2) there shall be substituted—

DONEGALL QUAYWest Side: in the lay-by, from a point approximately 66.5 metres south of the south kerbline of Queen’s Square for a distance of 5 metres in a southerly direction. Carriages shall stand in a single line by the kerbline and parallel therewith, facing south.1At any time

East Side:

4 metres south of the south kerbline of Chichester Street for a distance of 20 metres in a southerly direction. Carriages shall stand in single line by the kerbline and parallel therewith, facing south.At any time

DUBLIN ROADWest Side: from a point 15 metres north of the north kerbline of Ventry Street for a distance of 13 metres in a northerly direction. East Side: from a point 64 metres north of the north kerbline of Cloreen Park for a distance of 10 metres in a northerly direction. Carriages shall stand in single line by the kerbline and parallel therewith, facing south.2Between the hours of 7.00 p.m. and 7.00 a.m.
OXFORD STREETEast Side: in the lay-by 168 metres south of the south kerbline of Queen’s Bridge for a length of 16.3 metres in a southerly direction to the southern end of the lay-by. Carriages shall stand in single line by the kerbline and parallel therewith.3At any time

Revocation

3.  The Motor Hackney Carriages (Belfast) (Amendment) By-Laws (Northern Ireland) 1991(3); the Motor Hackney Carriages (Belfast) (Amendment No. 2) By-Laws (Northern Ireland) 1992(4) and the Motor Hackney Carriages (Belfast) (Amendment) By-Laws (Northern Ireland) 1996(5) are hereby revoked.

Explanatory Note

(This note is not part of the By-Laws.)

These By-Laws revoke and replace with amendments the Schedule to the Motor Hackney Carriages (Belfast) By-Laws made by the Council of the County Borough of Belfast on 4th June 1951.

They make provision for new taxi stands at Corporation Square, Great Victoria Street and Donegall Quay, and the alteration of the position of existing stands at Corporation Square and Oxford Street. The number of taxi stands in Corporation Square has been reduced from 18 to 7.

The Motor Hackney Carriages (Belfast) (Amendment) By-Laws (Northern Ireland) 1991; the Motor Hackney Carriages (Belfast) (Amendment No. 2) By-Laws (Northern Ireland) 1992 and the Motor Hackney Carriages (Belfast) (Amendment) By-Laws (Northern Ireland) 1996 are revoked as a consequence of these By-Laws.
