ROAD TRAFFIC AND VEHICLES

Temporary Speed Limit (Belfast) Order (Northern Ireland) 1996

Coming into operation

29th December 1996

WHEREAS the Department of the Environment is satisfied that it is desirable in the interests of safety to restrict the speed of motor vehicles on the roads and lengths of road specified in the Schedules;

AND WHEREAS the Department has published notice of its intention in compliance with Article 51(1) of the Road Traffic (Northern Ireland) Order 1981(1);

NOW THEREFORE the Department, in exercise of the powers conferred on it by Articles 51(1) and 211A of the Road Traffic (Northern Ireland) Order 1981(2) and of every other power enabling it in that behalf, hereby makes the following Order:

Citation, commencement and interpretation

1.—(1) This Order may be cited as the Temporary Speed Limit (Belfast) Order (Northern Ireland) 1996 and shall come into operation on 29th December 1996.

(2) In this Order—

“Motorway M3” means the cross harbour link road extending approximately 1,920 metres from its junction with the Motorway M2 in a generally easterly direction to Sydenham By-Pass, Belfast, including an eastbound off-slip road from the cross harbour link road to Middlepath Street; a westbound off-slip road from the cross harbour link road to Nelson Street; an eastbound on-slip road from Nelson Street to the cross harbour link road; and a westbound on-slip road from Middlepath Street to the cross harbour link road;

“T1 Trunk Road” means—

(a)

the road extending approximately 770 metres in a generally easterly direction from its junction with the southern end of the Motorway M3 off-slip road leading to Middlepath Street, Belfast, to its junction with Sydenham By-Pass; and

(b)

a westbound slip road from Sydenham By-Pass extending approximately 210 metres towards Bridge End.

Application and duration of speed limit

2.  The driving of motor vehicles at a speed greater than 50 miles per hour on the lengths of road specified in Schedule 1 is prohibited for a period of 4 months from 28th December 1996.

3.  The driving of motor vehicles at a speed greater than 30 miles per hour on the roads and lengths of road specified in Schedule 2 is prohibited for a period of 4 months from 28th December 1996.

Revocation

4.  The provisions of Article 2(1) of the Temporary Speed Limit (Sydenham By-Pass, Route A2, Belfast) Order (Northern Ireland) 1996(3) are hereby revoked.

Article 2

SCHEDULE 1

1.  The eastbound carriageway of the Motorway M3, from a point approximately 926 metres east of its junction with the Motorway M2, to a point approximately 1,426 metres east of that junction.

2.  The off-slip road from the Motorway M3 to Belfast Harbour Estate, from its junction with the Motorway M3, to a point approximately 85 metres east of that junction.

Article 3

SCHEDULE 2

1.  T1 Trunk Road, Belfast.

2.  The eastbound carriageway of Sydenham By-Pass, Route A2, Belfast, from its junction with the T1 Trunk Road, to a point approximately 250 metres east of its junction with Dee Street.

3.  The off-slip road from the Motorway M3 to Belfast Harbour Estate, from a point approximately 85 metres east of its junction with the Motorway M3, to a point approximately 155 metres east of that junction.

4.  The on-slip road from Belfast Harbour Estate to the T1 Trunk Road, from a point approximately 100 metres north of its junction with the T1 Trunk Road, to that junction.

5.  The link road connecting—

(a)the off-slip road from the Motorway M3 to Belfast Harbour Estate; and

(b)the on-slip road from Belfast Harbour Estate to the T1 Trunk Road.

Explanatory Note

(This note is not part of the Order.)

This Order prohibits in the interests of safety the driving of motor vehicles—

1.  at more than 50 miles per hour on the part of the Motorway M3 and the part of the off-slip road from the Motorway M3 to Belfast Harbour Estate described in Schedule 1;

and

2.  at more than 30 miles per hour on the T1 Trunk Road, Belfast (part of which replaces part of the eastbound carriageway of Sydenham By-Pass); on those parts of the eastbound carriageway of Sydenham By-Pass, Route A2, Belfast, of the off-slip road from the Motorway M3 to Belfast Harbour Estate and of the on-slip road from Belfast Harbour Estate to the T1 Trunk Road described in Schedule 2; and on the link road connecting the above slip roads

for a period of 4 months commencing on 29th December 1996.

Any person who acts in contravention of the Order shall be guilty of an offence under the Road Traffic (Northern Ireland) Order 1981 and shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale (£1,000).

Traffic signs indicating the effect of the Order will be erected on the roads in due course.
