19.—(1) Claims made on or after 7th October 1996 for a jobseeker’s allowance may be treated by the Department as a claim in addition to, or as a claim for unemployment benefit or income support or both for a period before 7th October 1996.
(2) A claim treated as made for unemployment benefit or income support in accordance with paragraph (1) shall be treated as made on the day the claim for a jobseeker’s allowance was made.
