Exceptions
3. Article 2 shall not apply to—
(a)a vehicle the driver of which is acting upon the direction or with the permission of a constable in uniform or of a traffic warden;
(b)a vehicle being used for police, military, ambulance or fire brigade purposes or in an emergency by a medical practitioner;
(c)a vehicle being used on or adjacent to the roads or length of road in pursuance of statutory powers or duties by or on behalf of a government department, district council or statutory undertaker;
(d)a vehicle being used in connection with the laying, erection, alteration or repair of any telecommunications apparatus as defined in section 4(3) of the Telecommunications Act 1984(1); or
(e)a vehicle being used in connection with any building operation or demolition on or adjacent to the roads or length of road.
