This Order provides for the coming into operation of further provisions of the Pensions (Northern Ireland) Order 1995 on the following dates—
23rd July 1996 for—
the purpose only of authorising the making of regulations under provisions relating to time limits for paying civil penalties, the requirement for an independent trustee, the Pensions Compensation Board, the review of decisions of the Occupational Pensions Regulatory Authority and the jurisdiction of the Pensions Ombudsman;
provisions relating to a breach of regulations;
the purpose only of authorising the making of rules relating to the powers of the Pensions Ombudsman as regards the payment of allowances;
1st August 1996 for—
provisions relating to the establishment of the Pensions Compensation Board.
