These Bye-Laws revoke and re-enact with minor amendments the Off-Street Parking Bye-Laws (Northern Ireland) 1994 and all subsequent amending bye-laws.
The principal provisions are as follows:—
They prescribe the waiting in a parking place of such classes of vehicles, in such position and on such days and during such hours as are specified.
They prescribe that the driver of a vehicle shall not permit it to wait in a parking place for longer than the maximum period permitted for waiting.
They prescribe that the driver of a vehicle using a parking place shall pay the appropriate charge in accordance with the scale of charges specified.
They prohibit the use of parking bays reserved for disabled persons' vehicles by any other vehicle.
They prescribe the method of operation of pay and display systems of collecting charges in car parks.
They prohibit trading in a car park.
They prohibit supermarket trolleys from multi-storey car parks.
They prohibit the use of a designated car park for the purpose of consuming intoxicating liquor.
Any person who contravenes a Bye-Law shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding level 2 on the standard scale (£500) for each offence.
