Explanatory Note

(This note is not part of the Order.)

This order brings into operation on 19th February 1996 the following provisions of the Children (Northern Ireland) Order 1995:—

Article 60(7) and (9) under which the Department of Health and Social Services may make regulations for the establishment of panels of persons from which guardians ad litem must be selected and related matters such as the qualifications for appointment as a guardian ad litem and the training to be given to guardians ad litem;

paragraph 59 of Schedule 9 which amends section 4(3) of the Adoption (Hague Convention) Act (Northern Ireland) 1969 (definition of “foreign adoption”);

paragraph 138(7) of Schedule 9 which substitutes a new definition of “prescribed” in Article 2 of the Adoption (Northern Ireland) Order 1987 (interpretation);

paragraph 158 of Schedule 9 which amends Article 54 of the Adoption (Northern Ireland) Order 1987 (disclosure of birth records of adopted children);

paragraph 159 of Schedule 9 which inserts a new Article 54A of the Adoption (Northern Ireland) Order 1987 (Adoption Contact Register);

paragraph 166 of Schedule 9 which substitutes new Articles 66 (guardians ad litem) and 66A (panels for selection of guardians ad litem) of the Adoption (Northern Ireland) Order 1987.
