The Department of Health and Social Services in exercise of the powers conferred on it by Articles 17(2) and (3), 18(4), 19 and 20 of the Health and Personal Social Services (Northern Ireland) Order 1991(1) and Article 90(7) of the Health and Personal Social Services (Northern Ireland) Order 1972(2) and of all other powers enabling it in that behalf, with the approval of the Department of Finance and Personnel in so far as regulation 15(8) is concerned, hereby makes the following Regulations:
