3.—(1) Regulation 4(1) of the principal regulations (description of persons entitled to full remission and payment) shall be amended in accordance with the following provisions of this regulation.
(2) After sub-paragraph (a) there shall be added the following sub-paragraph—
“(aa)a person whose entitlement to income support is less than 10 pence, or”.
(3) After sub-paragraph (b) there shall be added the following sub-paragraph—
“(bb)a member of the same family as a person whose entitlement to income support is less than 10 pence, or”.
