3.—(a) The amount applicable to him under regulation 17(1) or 18 except that the amount applicable under regulation 17(1)(b)or 18(1)(c)in respect of the child or young person referred to in column (1) of this paragraph shall be £11·20 instead of an amount determined in accordance with paragraph 2 of Schedule 2; or
