Made
30th November 1992
The Department of Education, in exercise of the powers conferred on it by Article 1(3) and (4) of the Education Reform (Northern Ireland) Order 1989(1) and of every other power enabling it on that behalf, hereby makes the following Order:
1. This Order may be cited as the Education Reform (1989 Order) (Commencement No. 6) Order (Northern Ireland) 1992.
2. In this Order—
“the 1987 Order” means the Education (Northern Ireland) Order 1987(2);
“the 1989 Order” means the Education Reform (Northern Ireland) Order 1989.
3. The following provisions of the 1989 Order shall come into operation on 30th November 1992—
(a)Article 9, but shall not apply to a course of study being followed in the school year ending on 31st July 1993;
(b)Article 11(1)(d);
(c)Article 167 and Schedule 10 in so far as they relate to Article 13 of the 1987 Order.
4. Article 56 of the 1989 Order shall come into operation on 1st April 1993.

This Order brings into operation on 30th November 1992 Articles 9 and 11(1)(d) of the Education Reform (Northern Ireland) Order 1989.Article 9 requires that grant-aided schools may not provide courses of study for pupils of compulsory school age which lead to qualifications authenticated by a person other than a member of staff of the school, unless the qualification, and either the syllabus or syllabus criteria are approved by the Department.Article 11 (1)(d) requires Boards of Governors and Principals of grant-aided schools to secure that Article 9 is not contravened.This Order also brings into operation on 30th November 1992 the repeal of Article 13 of the 1987 Order.This Order also brings into operation on 1st April 1993 Article 56 of the 1989 Order which requires Education and Library Boards to make available a sum of money to Boards of Governors of special schools not covered by the scheme.
