Financial Provisions (1991 Order) (Commencement) Order (Northern Ireland) 1991

The Department of Finance and Personnel in exercise of the powers conferred on it by Article 1(2) of the Financial Provisions (Northern Ireland) Order 1991(1) and paragraph 2(1) of Schedule 1 to the Northern Ireland Act 1974(2) and of every other power enabling it in that behalf hereby makes the following Order:—

Citation

1.  This Order may be cited as the Financial Provisions (1991 Order) (Commencement) Order (Northern Ireland) 1991.

Appointed day

2.  The Financial Provisions (Northern Ireland) Order 1991 shall come into operation on 1st April 1991.

Explanatory Note

(This note is not part of the Order.)

This Order brings into operation on 1st April 1991 the Financial Provisions (Northern Ireland) Order 1991 which contains miscellaneous financial provisions for:

(a)part of the regional rate to be allocated to water and sewerage services without having been paid into the Consolidated Fund;

(b)an increase in the statutory limit for government loans;

(c)the rate of interest on government loans to be the rate in force on the day the application for the loan is received;

(d)the repeal of the Loans Guarantee and Borrowing Regulation Act (Northern Ireland) 1946;

(e)the Department of Agriculture to spend up to £25,000 on emergency works on watercourses without the approval of the Department of Finance and Personnel; and

(f)an alteration of the arrangements for funding the Sports Council.
