169.Article 1 of the Order deals with when its provisions will come into operation. The majority of provisions contained in the Order will come into operation on 1 April 2007. Certain technical elements, the power of the Department to make the initial scheme of charges for water and sewerage ser vices, any power of the Department to make subordinate legislation and the provisions relating to establishment of the GoCo will come into operation on 1 January 2007.
