51. Nothing in this Order shall apply to the supply or consumption of intoxicating liquor to or in any club in which the supply of intoxicating liquor is carried on under the authority of [F1the Department of Justice,] the Secretary of State or the[F2 Policing Board] or to or in any authorised mess of members of Her Majesty's naval, military or air forces.
