Whereas a draft of this Order has been approved by a resolution of each House of Parliament:

Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974(1) and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is herebyordered, as follows:—

Title and commencement

1.  This Order may be cited as the Appropriation (No. 3) (Northern Ireland) Order 1989 and shall come into operation forthwith.

Interpretation

2.  The Interpretation Act (Northern Ireland) 1954(2) shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly.

Issue of sum out of the Consolidated Fund for year ending 31st March 1990

3.  The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1990 the sum of two hundred and sixty-four million pounds.

Power for Department of Finance and Personnel to borrow

4.—(1) Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sum, any sum or sums not exceeding in the whole one hundred and thirty-two million pounds.

(2) Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 1990.

Appropriation of grant

5.—(1) The sum granted by Article 3 out of the Consolidated Fund is appropriated for the service and purpose expressed in Schedule 1.

(2) The sum already authorised to be appropriated in aid for the year ending on 31st March 1990 shall be increased by the sum specified in the third column of Schedule 1 for the service and purpose in connection with which that sum is specified.

Repeal of spent enactments

6.  The enactments mentioned in Schedule 2 are hereby repealed to the extent specified in the third column of that Schedule.

Explanatory Note

(This note is not part of the Order)

This Order authorises the issue out of the Consolidated Fund of Northern Ireland of a further sum for the year ending 31st March 1990 and appropriates that sum for a specified service in Northern Ireland. It also authorises the application of a further sum as an appropriation in aid. In addition, the Order repeals certain spent enactments.
