The Department may make regulations—
a
providing for anything which is by this Order required or authorised to be prescribed; or
b
granting or providing for the granting of exemptions from any of the regulations made under the Order.

Orders (other than vesting orders, court orders and orders made under Article 1 (2) or 51 and all regulations made under this Order shall be subject to negative resolution.
