No regulations shall be made under section 2(2) unless a draft of the regulations has been laid before, and approved by resolution of, the Assembly.

Any other regulations under this Act are subject to negative resolution.

Regulations under this Act may contain such incidental, consequential, supplementary, transitional or saving provisions as appear to the Department to be necessary or expedient.
