20Gorchmynion a rheoliadau: gweithdrefnau

(1)Mae unrhyw offeryn statudol sy'n cynnwys gorchymyn neu reoliadau a wneir o dan y Mesur hwn yn ddarostyngedig i'w ddiddymu yn unol â phenderfyniad gan Gynulliad Cenedlaethol Cymru.

(2)Nid yw is-adran (1) yn gymwys–

(a)i orchymyn o dan adran 21(1);

(b)i orchmynion a rheoliadau y mae is-adran (3) yn gymwys iddynt.

(3)Ni chaniateir gwneud offeryn statudol sy'n cynnwys gorchymyn o dan adran 3(4) neu reoliadau o dan adran 4, 5(1)(g), 6, 9, neu 14 (p'un ai ar ei ben ei hun neu ar eu pennau eu hunain neu ynghyd â darpariaethau eraill) oni fydd drafft o'r offeryn wedi ei osod gerbron Cynulliad Cenedlaethol Cymru, a'i gymeradwyo drwy benderfyniad ganddo.

(4)Pan fo rheoliadau yn gwneud darpariaeth y caniateir ei gwneud drwy orchymyn, bydd unrhyw weithdrefn a fyddai'n gymwys i'r gorchymyn o dan yr adran hon yn gymwys i'r rheoliadau.

(5)Pan fo gorchymyn yn gwneud darpariaeth y caniateir ei gwneud drwy reoliadau, bydd unrhyw weithdrefn a fyddai'n gymwys i'r rheoliadau o dan yr adran hon yn gymwys i'r gorchymyn.
