SCHEDULE 2 Fixed monetary penalties

PART 1 Imposition of fixed monetary penalties and procedure

Grounds of appeal

11.—(1) A seller may appeal against an administrator’s decision to impose a fixed monetary penalty.

(2) The grounds of appeal are—

(a) that the decision was based on an error of fact;

(b) that the decision was wrong in law;

(c) that the decision was unreasonable for any other reason;

(d) any other reason.
